Argentina citizenship by investment vs Panama's Qualified Investor Visa compares a proposed direct citizenship framework with an established permanent residency program.

Decree 524/2025 does not set a dollar amount for Argentina. The October 2, 2026 announcement states a $350,000 National Treasury contribution or an $800,000 public-bond subscription. Government applications are not yet confirmed as open. The pathway should not be treated as an open application program.

Panama's Qualified Investor route provides permanent residency, not citizenship. [Panama's Ministry of Commerce and Industries](https://mici.gob.pa/2026/09/21/atraccion-de-inversion-e-impulso-al-empleo-panama-amplia-el-alcance-del-programa-inversionista-calificado/) states that Executive Decree 17 of 8 September 2026 replaced the 2020 rule. A first-sale new property qualifies at B/.300,000. A second-sale property qualifies at B/.500,000. A fixed-term deposit at Banco Nacional de Panamá or Caja de Ahorros qualifies at B/.500,000. The same release says securities routes were expanded. It does not state a securities minimum or a private-bank minimum, so those amounts are not restated here. Citizenship requires a separate naturalization process.

## Argentina Citizenship by Investment Expected Requirements

Decree 366/2025 and Decree 524/2025 are in the Official Gazette. Decree 524/2025 does not set a dollar amount.

The October 2, 2026 announcement later stated a $350,000 National Treasury contribution or an $800,000 public-bond subscription. Decree 524/2025 itself does not set those amounts.

The decrees do not establish a general family-inclusion rule for investor applicants. See [investment requirements](/faq/argentina-citizenship-investment-requirements).

This page does not state 5,000 as an application cap. Gazette publication of a resolution cancelling a consultancy tender was not located, so that cancellation is not stated as an established fact. The decrees do not specify a biometrics rule or a physical-presence rule for investor applicants.

Processing time remains unknown. These terms remain preliminary until Argentina publishes the final program requirements and application procedures. For the Argentine program structure independent of this comparison, see the [citizenship-by-investment guide](/guides/argentina-golden-visa-program).

Panama already operates several immigration routes for foreign investors, including the Friendly Nations Visa and Qualified Investor Visa.

The Friendly Nations route is available to qualifying nationalities that establish an economic connection to Panama. Qualifying options have included employment or an investment such as $200,000 in real estate or a fixed-term bank deposit.

The Qualified Investor Visa is a separate permanent residence route designed for larger investments. Confirm the live country list and economic-tie schedule with Panamanian counsel. This page covers Panama only. For the Mercosur-member investor-residence comparison, see [Argentina citizenship by investment vs Paraguay Investor Pass](/guides/argentina-citizenship-investment-vs-paraguay).

## How Much Does the Panama Qualified Investor Visa Require?

Panama's Qualified Investor Visa provides several investment options.

The Ministry of Commerce release of 21 September 2026 does not describe a future increase on 15 October 2026. It distinguishes B/.300,000 for new first-sale property from B/.500,000 for second-sale property, and B/.500,000 for a fixed-term deposit at Banco Nacional de Panamá or Caja de Ahorros. A securities minimum and a private-bank minimum of $750,000 are not stated in that release.

Investors should confirm the current thresholds and holding requirements before proceeding.

## Does Panama Residency Lead to Citizenship?

Panama investor programs do not provide citizenship when the investment is approved. They provide residence status.

Naturalization is a separate process. Foreign nationals may generally become eligible after five years of permanent residence, subject to requirements that include Spanish-language ability, good conduct, and government approval.

Argentina's proposed program differs because it is being developed as a route to citizenship through qualifying investment, rather than residency followed by naturalization.

## Is Argentina Citizenship by Investment Open?

No. Argentina's program is not currently open for applications.

DNU 366/2025 created APCI. Decree 524/2025 subsequently established a basic review procedure. It did not create APCI. The decrees do not publish investment requirements, application procedures, or due-diligence standards.

Official government links are on [Argentina residency resources](/resources). See [application process timeline](/faq/argentina-citizenship-investment-application-timeline) and [residency requirements](/faq/argentina-residency-physical-presence).

## Argentina vs Panama: What Is the Main Difference?

Panama offers established investment-based residency programs that are operating now, with citizenship potentially available later through a separate naturalization process.

The Argentine provision is investment naturalization, distinct from temporary or permanent residence. The decrees do not specify a physical-presence rule. Argentina's government applications are not yet confirmed as open.

## Frequently Asked Questions

### Does Panama investment residency grant citizenship at approval?

No. Panama Friendly Nations Visa and Qualified Investor Visa files, if granted, produce residence, not Panamanian nationality. Naturalization is described as a later process after years of permanent residence. Argentina's October 2, 2026 announcement states a Treasury contribution or a public-bond route. Government applications are not yet confirmed as open.

### What is the difference between Panama Friendly Nations Visa and Qualified Investor Visa?

Friendly Nations Visa is for nationals on Panama's published list, plus an economic tie such as employment or an investment such as $200,000 in real estate or a fixed-term bank deposit. The Qualified Investor Visa is a separate permanent residence route. The Ministry of Commerce release of 21 September 2026 states that Executive Decree 17 of 8 September 2026 sets B/.300,000 for a first-sale new property, B/.500,000 for a second-sale property, and B/.500,000 for a fixed-term deposit at Banco Nacional de Panamá or Caja de Ahorros. That release does not describe a future increase on 15 October 2026, and it does not state a securities minimum or a private-bank minimum. Confirm live Panama rules with Panamanian counsel.

### Is Panama in Mercosur?

No. Panama is not a Mercosur State Party. A Panamanian residence permit is not Mercosur nationality. Argentine nationality, if granted, would be nationality of a Mercosur member. That contrast is Panama-specific and is not a Paraguay comparison. For the Mercosur-member residence comparison, see [Argentina Citizenship by Investment vs Paraguay Residency by Investment](/guides/argentina-citizenship-investment-vs-paraguay).

### Does a USD 200,000 Panama property purchase qualify for Argentina citizenship by investment?

No. A Panama Friendly Nations property or deposit is not an Argentine qualifying investment. The October 2, 2026 announcement states a $350,000 National Treasury contribution or an $800,000 public-bond subscription. Government applications are not yet confirmed as open. See [investment requirements](/faq/argentina-citizenship-investment-requirements).

### Does the September 2026 Panama rule set a future real-estate increase, or an Argentina launch date?

No. That release is not an Argentine launch date. Government applications are not yet confirmed as open.
