Does Paraguay Residency Lead to Citizenship?

Paraguay residency does not provide citizenship. The Supreme Court naturalization page requires three years of permanent residence, counted from the permanent-admission resolution, under Constitution article 148. Acordada 464/2007 treats that period as continuous residence with a real domicile, and it treats absences of more than three months in a year as a break. The applicant must also show regular work or a trade and good conduct. The investment itself does not create that eligibility.

A Paraguayan residence card also does not itself provide the Mercosur mobility rights associated with Paraguayan nationality.

Is Argentina Citizenship by Investment Open?

No. Argentina is not currently accepting citizenship-by-investment applications. Its proposed framework is intended to provide Argentine nationality through qualifying investment, rather than requiring investors to first obtain permanent residence and later pursue naturalization.
